Abstract. This article presents a comprehensive study of the current state and strategic development guidelines for Russia’s agro-industrial complex, a systemically important sector of the national economy responsible for ensuring food security, creating rural employment, and supporting the country’s export potential. The relevance of this research is driven by the combination of internal and external challenges facing the Russian agro-industrial complex in the context of sanctions, economic restructuring, and the need to achieve technological sovereignty. At the same time, the sector is demonstrating sustainable positive growth: with agricultural production expected to reach 8,9 trillion rubles in 2024, it demonstrates its ability to adapt to negative external influences and increase production potential. Based on the analysis, the authors formulate strategic development guidelines for the agro-industrial complex, differentiated by time horizon. Short-term priorities include stimulating domestic demand, eliminating dependence on imports for critical items, and alleviating current supply chain constraints. Long-term guidelines are aimed at creating a sustainable, technologically sovereign, and environmentally responsible agro-industrial system competitive in global markets. Strategic priorities include developing a domestic seed selection and breeding base, large-scale implementation of digital agricultural technologies, modernizing logistics and warehouse infrastructure, and ensuring access to state support and preferential lending for agricultural producers. The practical significance of this work lies in the potential application of the obtained results in formulating regional strategies for the development of the agro-industrial complex, updating federal strategic planning documents, and developing mechanisms for differentiated state support for the agricultural sector as part of the implementation of the Strategy for the Development of the Agro-Industrial Complex until 2030.
