Transformation of the economic security consulting market in the context of geopolitical constraints: the role of universities in shaping the domestic consulting ecosystem

Abstract. The modern Russian market of consulting services in the field of economic security is undergoing drastic changes under the influence of geopolitical restrictions and sanctions pressure. This study analyzes the transformational processes taking place in the Russian consulting industry in 2022–2025, with a special focus on the formation of a domestic ecosystem of consulting services in the field of economic security. The research is based on an analysis of statistical data, expert interviews, and industry reviews from leading Russian consulting companies and educational institutions. It is shown that the departure of the international consulting giants of the Big Four and other Western companies has created institutional voids that are being actively filled by Russian companies, universities and new market players. The increasing role of higher education institutions as key actors in the formation of the domestic consulting ecosystem, providing not only training, but also direct provision of consulting services, has been revealed. It has been established that the demand for consulting services in the field of economic security demonstrates steady growth due to the need for Russian business to adapt to new economic conditions, the requirements of import substitution and digital transformation. Special attention is paid to the analysis of trends in the development of IT consulting in the field of information security, which showed an increase of 24 % by the end of 2023. A conceptual model of an integrative ecosystem has been developed that unites universities, consulting companies and business structures into a single economic security network. The scientific novelty of the work consists in a comprehensive study of import substitution processes in the consulting field and substantiation of the key role of universities in the formation of the domestic consulting ecosystem. The practical significance of the research is determined by the possibility of using the results obtained to develop strategies for the development of the Russian consulting market and to improve university training programs for economic security specialists.
