Digital transformation of higher education: concept and threats

Abstract. Higher education is passing through a period in which intelligent technologies are turning from an auxiliary aid into a force that reshapes the organisation of teaching, the interaction between lecturer and student, and the research and administrative work of a university. This reshaping brings new opportunities but also weak points in the economic standing of universities that the traditional vocabulary of economic security captures only partly. The paper aims to refine the content of the economic security of higher education for a period of digital change and to systematise the threats accompanying it. The regulatory framework governing intelligent technologies in education, the directions of a university’s digital transformation, the factors through which it affects the economic standing of higher education, and the views of Russian scholars on the admissible limits of generative models in teaching are examined in turn. The information base comprises the national terminology standard on artificial intelligence in education, a sector report on the spread of intelligent tools among students, a statistical compendium on education finance and publications by Russian researchers. The result is an author’s interpretation that brings to the fore, instead of protection and stability, a category reflecting the degree to which a university is exposed to the adverse effects of digital change, together with six spheres in which threats form, each traced to its scholarly source. Public spending on education overall and on higher education in particular is shown to have declined relative to the size of the economy over the past two decades, sharpening the financial component of the threats. Finally, a principle for building an educational ecosystem centred on the learner as a person is substantiated, and the conditions under which intelligent technologies do not undermine the economic interests of higher education are formulated. The findings can be applied in designing criteria and indicators for monitoring the economic security of universities.
