Abstract. Within the framework of the presented research, the authors examine the current processes of urbanization and existing government policy in relation to small cities, which are defined as the primary area of application of deurbanization; the key basic condition for successful deurbanization is highlighted in the form of standardization in the areas of healthcare and education, and it is proposed to allocate funding for these areas in a separate direction. According to the author, the primary task today is to stop the outflow of population from existing small towns. Such localization of the task allows us to set priorities and move away from slogans to primary measures. The authors are convinced that creating conditions for preserving the population of small towns is of particular importance for the country’s demography, since the demographic transition, that is, a decrease in the birth rate in large cities and megacities, is a global trend that is also true for Russia. It is obvious that the basic conditions for a comfortable life are medicine and education. In this regard, the authors paid special attention to these areas. Attention is focused on the fact that the existing popular opinion among the population and regional elites that all problems will be solved if taxes are left in the regions does not solve the problem, since in this case differentiation will become even more critical. The authors emphasize that the need to change the system of state regional financing and revise the distribution of tax revenues across the country requires a serious and comprehensive assessment, and clearly goes beyond the processes of deurbanization and the problems of small towns.
