Abstract. The relevance of this work is due to the low efficiency of the existing waste management system in Khabarovsk. The article presents the results of the analysis of the volumes of education and handling of production and consumption waste in the Khabarovsk Territory. In the process of analysis, the work revealed shortcomings in the waste management system in Khabarovsk, which include mixed collection of MSW, one operating waste transfer station, lack of sorting of the Severnaya MPS, depreciation of the equipment of the Severnaya MPS due to significant overload, low percentage waste disposal. Khabarovsk currently uses a two-stage MSW removal system without pre-sorting. The existing waste management system involves reloading and compacting waste at the Severnaya MPS and subsequent disposal of MSW at a licensed landfill in the Lazo municipal district of almost the entire amount of waste generated. Sorting, recycling, and transportation of waste are difficult due to the fact that many types of waste have a structural relationship due to the characteristics of their fractions, and the problem is also complex in composition of consumer waste (used household appliances). As a result of these factors, the above processes become more complicated, or are carried out in violation of the requirements of the law, due to the lack of a methodology regulating the handling of this type of waste. Waste management is an important complex task, the solution of which contributes to the creation of comfortable living conditions for the population. A necessary element in the implementation of local programs to improve waste management systems should be the direct participation of city authorities, local governments, as well as all population groups. In order to improve the MSW management system in Khabarovsk, a scheme was developed for separate waste collection, with subsequent modernization of the sorting complex at the Severnaya MPS.
