Abstract. The article demonstrates the application of the methodology of cognitive modeling of the socio-ecological and economic system of the city for the development of a sustainable development strategy on the example of Norilsk, conclusions about the priority directions of the city development are obtained.

The active process of urbanization leads to the aggravation of social, economic and environmental problems of the territory. The urban areas of the Arctic region are particularly vulnerable. Most of the cities in this area are single-industry towns of an industrial nature, the city-forming enterprises of which are primarily engaged in mining, which leads to active pollution of the natural environment. The development of a strategy for the sustainable development of the city, based on a systematic approach that takes into account the diversity and mutual influence of social, economic and environmental aspects, should contribute to the effective solution of existing problems and the stable development of the city. One of the effective ways to implement a systematic approach is cognitive modeling, which allows you to predict development, identify problematic aspects and choose optimal solutions for managing the socio-ecological and economic system that the city represents.

In the course of the study, the authors selected 27 indicators of sustainable development for the city of Norilsk, and based on open information about indicators and dynamics of their development, a weighted oriented graph was developed for the socio-ecological and economic system of the city, on the basis of which the weights of development indicators were calculated and analyzed. As a result, the indicators that need to be developed in the first place were identified and concrete actions for managing the development of the territory were proposed.
