Digital transformation of state and municipal administration: implementation of super services and evaluation of their effectiveness

Abstract. Digital transformation of state and municipal administration represents a strategic vector for modernizing the public sector amid accelerated technological development and digital economy formation. According to data from the Ministry of Digital Development of Russia, the number of users of the Gosuslugi portal reached 112 million people by the end of 2024, with more than 1 600 state and municipal services available in electronic format on the platform. Within the framework of the national project «Data Economy and Digital Transformation of the State», 63,4 billion rubles are allocated for the implementation of the federal project «Digital Public Administration» in 2025. The subject of this study is the process of implementing super services as a qualitatively new stage in digitalization of government services, characterized by a comprehensive approach to solving life situations of citizens and businesses. The article examines conceptual approaches to defining super services, evolution of methodological frameworks for digital transformation of public administration, international experience in implementing similar projects, and methods for evaluating the effectiveness of digital solutions implementation in the public sector. The study demonstrates that according to indicators of the federal project «Digital Public Administration», the share of priority services and super services provided in the target format should have reached 100 % by 2024, with 25 priority super services implemented in practice, covering up to 90 % of all interactions between citizens, businesses and the state. An author’s model for evaluating the effectiveness of super services implementation has been developed, based on a system of key performance indicators and integrating quantitative metrics of availability, speed of application processing, user satisfaction level and economic efficiency. The scientific novelty of the work lies in comprehensive analysis of the phenomenon of super services as a tool for transforming the model of interaction between state and society, systematization of methods for evaluating their effectiveness and identification of main barriers on the path to digitalization of public administration.
