Abstract. In the Irkutsk Region, as well as in other regions of the country, the problem of heat tariff formation is extremely urgent. The wear and tear of «last mile» heat networks, i.e. from the centralized heat source to specific houses, is 180 % (with a standard service life of 20 years, the actual service life is 36–37 years). Overhaul or replacement of networks is possible due to two sources: either heat tariff for industrial consumers and households, or direct budget financing. The heat supplying organization (Baikal Energy Company) estimates that about 20 billion rubles are needed to replace and repair networks, while the entire budget of the Irkutsk Oblast is about 300 billion rubles (and the budget is deficit). Thus, only the tariff can become a source of modernization of heating networks. The article considers theoretical aspects and normative acts in the sphere of regulation of tariffs for heat energy for the heat supplying organization. It also examines practical tariff formation, what it is caused by, and how supervisory authorities carry out their activities in the sphere of tariff regulation. It analyzes the impact of taxes, such as value added tax and corporate income tax, macroeconomic factors, such as inflation and the key rate of the Central Bank, which determine the cost of capital and the cost of investment for a heat supply company, on the tariff.
