Development of a system of indicators for assessing the level of economic security and a methodology for assessing risk factors of coal industry enterprises

Abstract. The presented study is devoted to the fundamental problem of developing a comprehensive system of indicators for assessing the level of economic security and a methodology for assessing risk factors of coal industry enterprises in the context of modern transformation processes of the global economy. The work is of particular importance in the context of unprecedented challenges faced by the Russian coal industry: high market volatility, sanctions pressure, tightening environmental requirements and structural changes in the energy sector of the global economy. The study provides a comprehensive analysis of existing methodological approaches to assessing economic security, revealing their limitations in relation to the specifics of coal mining enterprises characterized by high capital intensity, long investment cycles, significant geological and technological risks. The author has developed an innovative two-level model for classifying risk factors, including five major groups: geopolitical, personnel and management, socio-economic, market and technical and technological factors. The scientific novelty of the study lies in the creation of a specialized system of economic security indicators for coal industry enterprises, integrating traditional financial and economic indicators with environmental parameters, including geopolitical, technological and environmental aspects. The proposed risk factor assessment methodology is based on the application of the mathematical apparatus of the hierarchy process analysis method, which allows to objectify the process of determining the weighting coefficients of the significance of various risk factors. The practical significance of the work is determined by the possibility of using the developed system of indicators and risk assessment methods in the activities of coal industry enterprises for the timely detection of economic security threats and making informed management decisions. The eight-stage risk assessment methodology presented in the study allows not only to identify key risk factors, but also to predict their impact on the financial performance of enterprises, which creates a scientifically sound platform for developing risk minimization strategies.
