Abstract. The accelerated penetration of platform technologies into the activities of credit institutions is significantly changing the operating conditions of financial markets at the subnational level, exacerbating the problem of uneven access of economic agents to modern financial services across regions. The transformation of financial markets in the constituent entities of the Russian Federation under the influence of digital platform solutions in the banking sector is creating fundamentally new conditions for the development of industry infrastructure. This study analyzes the impact of platform solutions in credit institutions on the structure and functional characteristics of regional financial markets in the context of the implementation of the Key Directions for the Development of Financial Technologies for 2025–2027. The article examines the conceptual foundations of the financial market platform model proposed by the Bank of Russia, as well as their implications for infrastructure processes in regions with varying levels of economic development. The key impacts of banking platforms on regional financial market infrastructure are systematized, including expanding financial inclusion, enhancing the competitive environment, and changing the architecture of interactions between market participants. This study analyzes the barriers to infrastructure development caused by the uneven digitalization of the banking sector across the regions of the Russian Federation. Promising approaches to overcoming these barriers are proposed, including expanding the reach of the digital ruble, developing Open Finance standards, reducing digital inequality, and supporting regional banks. The study’s results suggest that digital platform solutions for the banking sector are becoming a systemically important factor in the modernization of regional financial infrastructure. However, realizing this potential requires the coordination of regulatory, technological, and human resources initiatives.
