The purpose of this article is to provide a historical analysis of how the understanding of resource scarcity problem evolved from its origin in classical economic thought to the present. The main problem is to trace the evolution of economic thought, to understand what factors contributed to the formation of modern economic concepts that can offer a theoretical justification for the need to process waste, in particular organic waste. The relevance of the study is dictated by the growing interest in the issues of waste processing, which is associated with the increasing anthropogenic load on the environment.<\/p>\n<p style=\"text-align: justify;\">Research methods. The article examines the fundamental works of the classics of economic thought \u2014 A. Smith, T. Malthus, D. Ricardo, K. Marx \u2014 in the context of resource scarcity problem. In addition to the classical economic literature, scientific articles were used for the study, which provide the analysis of the mentioned economists views on the resource scarcity problem. The author pays special attention in the study to land resources, since their scarcity is a factor that stimulates the processing of organic waste.<\/p>\n<p style=\"text-align: justify;\">The study provides understanding of the theoretical prerequisites that justify the need to process organic waste. In particular, the article offers a brief substantiation of the need for processing organic waste in the Russian Federation. The analysis of modern economic concepts that imply the need for waste recycling: circular economy, bioeconomics, circular bioeconomics is also included in the article. These directions of thought can be combined by ecological economics \u2014 modern economic mainstream, which becomes increasingly popular.
