The article considers checklists — questionnaires of federal executive authorities, using which the auditor can prepare a specialized questionnaire for conducting an audit at a specific enterprise. In the article, the author presents the theoretical and methodological foundations of environmental and integrated audit in the Russian Federation, indicates the need to develop a regulatory framework to improve the procedure for conducting environmental and integrated audit. Is noted that practice of conducting a fire safety audit (independent fire risk assessment), regulated by regulatory documents of the Ministry of Civil Defense, Emergencies and Disaster Response of the Russian Federation. Attention is paid to the training of auditors. The author concludes that in the Russian Federation there are foundations for the widespread introduction of various types of audit. However, there are no regulatory documents on environmental and integrated audit at the federal level (federal laws). At the same time, the questionnaires (checklists) relevant ministries and departments greatly facilitate the work of auditors. There are no centralized standards for the training of environmental auditors — it seems advisable to develop and adopt them at the federal level in order to unify the quality of auditor training. Attempts to encourage the adoption of documents on environmental and integrated audit by the Ministry of Natural Resources of Russia and the Ministry of Energy have not been successful at the moment. It can be assumed that the saturation of by-laws with the terms and principles of environmental and HSE audit in the future will lead to the adoption of relevant laws/law on environmental and/or integrated audit.

Keywords: environmental audit; complex audit; technical audit; HSE audit; audit of fire safety; risk assessment; environmental management; check lists; questionnaires; performance of environmental audit

Pinaev Vladimir Evgenʹevich Peoples’ Friendship University of Russia named after Patrice Lumumba, Moscow, Russia E-mail: pinaev-ve@mail.ru Istina: https://istina.ips.ac.ru/profile/PinaevVE/ ORCID: https://orcid.org/0000-0001-8943-5462 RSCI: https://elibrary.ru/author_profile.asp?id=408706 Google Академия: https://scholar.google.ru/citations?user=WQWJ6vkAAAAJ Abstract.
