The importance of effective means of ensuring passenger traffic is substantiated. Methods of increasing the capacity of the urban road network are presented. The principles of functioning of the projected traffic management system are described. A control object is proposed in the form of the duration of the phases of traffic lights. The necessity of using a simulation module in the system to quantify the reaction of the road environment to changes in the duration of the phases recommended by the decision-making module is substantiated. The functional requirements and requirements for the composition of traffic facilities and transport infrastructure for the simulation model of this system are defined. An example of a traffic section simulation model implemented in the AnyLogic environment is given. The difficulties of building models of large systems are described. A logical diagram of the intersection is shown. The difficulties of the transition to scaling the model to the volume of the entire city are presented and the need for design at the initial stage of the prototype model is justified. The configuration options of the projected road model are given. The monolithic and incremental configurations of this model are described and presented. Their main advantages and disadvantages are presented. The necessity of assessing the impact of simplification of the model on the effectiveness of traffic management due to the cutting off of important highways from it is substantiated. A method for such an assessment through advanced object-oriented modeling is proposed. The diagrams of the sites are given as an example and their object-oriented models are constructed. The mathematical expectations of the passage time of the car of the presented sections are calculated.
