Abstract.<\/strong> The world at large and our country increasingly pay attention to the use of artificial intelligence and information and communication technology to manage global government transformation to improve efficiency and cost-effective service delivery. Smart governance is a new and data-driven progressive approach that prioritizes intelligent operations, maintains an exceptional standard of public administration, and promotes the development of smart economic regions. A smart city uses advanced technology and innovation to improve urban life and efficiency to ensure sustainability, and a smart nation extends these principles to the regions. Smart Russia is an inclusive digital transformation initiative and a grand vision of the government moving towards becoming a developed, prosperous and smart nation by focusing on four key pillars: smart citizens, smart government, smart economy, and smart society. This study develops a model of smart governance. The model includes the following services: smart government, smart transport, e-government, big data, smart technologies, artificial intelligence, smart healthcare, privacy and security, cooperation and joint creation of public and private organizations. Creating a smart city also implies educating people who know how to use smart technologies. A smart city is managed by a smart government, which collects and processes big data. A smart city should have a smart economy that provides employment opportunities for intellectually developed citizens. It is necessary to support the development of innovations in the economy based on artificial intelligence, robotics, and financial technologies. A smart society should strive to eradicate such problems as poverty, social and gender inequality. At the same time, there are a number of problems in creating a smart city, a smart society. These are insufficiently developed information and communication technologies, insufficient funding.<\/p>\n
