Reducing the accumulation of industrial and municipal solid waste, as well as reducing the area of land occupied by waste, are current challenges of our time. A stable regulatory framework in the field of waste management has been developed in Russia and abroad, and the development of reliable control systems is required to comply with it. To this end, techniques for monitoring and processing remote data, including those obtained using unmanned aerial vehicles, are increasingly being used. Using the example of a study of two municipal solid waste landfills and one protected area situated in the Republic of Tatarstan, the authors present arguments in favor of using such technologies. The article discusses the advantages and limitations of data obtained using unmanned aerial vehicles to detect violations of the operating regime of a licensed site of a municipal solid waste landfill and to control the formation of unauthorized landfills. When processing the materials of photographing the landfill territory, a number of inconsistencies between the actual characteristics of the landfills and the declared ones were found, including: cluttering of adjacent areas, exaggeration of the burial area, violation of the geometric characteristics of the landfill body. During the annual photographing of the protected area, violations of the security regime related to periodic burials of construction debris on the territory were discovered and recorded, which after a year cease to be visualized in the images. It is necessary to organize regular and operational monitoring of the territories of municipal solid waste landfills and timely registration of violations within the boundaries of protected areas. These measures contribute to a civilized solution to the problem of municipal solid waste disposal and burial and allow us to get closer to achieving a closed-cycle economy.

Keywords: waste management; environmental monitoring; unmanned aerial vehicles; municipal solid waste; municipal solid waste landfill; unauthorized landfills; specially protected natural area

Avramenko Andrey Alekseevich MGIMO University, Moscow, Russia E-mail: a.avramenko@my.mgimo.ru ORCID: https://orcid.org/0000-0001-5862-5466 RSCI: https://elibrary.ru/author_profile.asp?id=254398 SCOPUS: https://www.scopus.com/authid/detail.url?authorId=57211265068 Khomyakov Vladimir Petrovich MGIMO University, Moscow, Russia E-mail: v.hamster04@gmail.com ORCID: https://orcid.org/0009-0002-3022-6257 Usmanov Timur Bulatovich MGIMO University, Moscow, Russia E-mail: timurandia@gmail.com ORCID: https://orcid.org/0009-0009-3923-684X Abstract.
