Petrovski university, Bryansk, Russia<br \/>\nE-mail: zn-shuklina@yandex.ru<\/p>\n<p style=\"text-align: justify;\"><strong>Abstract.<\/strong> In the article the author expresses his own opinion and compares the positions of scientists regarding the resource curse and the formation of the wealth of the state, cites the experience of the development of the economy of the oil-producing countries, analyzing the directions of the diversification of the economy of the Arabian monarchies of the GCC \u2013 the Cooperation Council of the Arab States of the Persian Gulf (Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain). The author notes the possibility of successful use of resource wealth, directions and measures of &#171;treatment&#187; of Dutch disease in the GCC countries, the experience of the UAE, determines the priorities for the development of the Russian economy. The importance of free economic zones for economic diversification and the accelerated development of specific areas or industries is noted. The value of Norway&#8217;s experience is emphasized, where oil is nationalized and legally recognized as public property, up to 80 % of oil rents are accumulated in special funds. When analyzing the influence of the &#171;Groningen effect&#187; on the Russian economy, factors that worsen the competitiveness of domestic commodity producers under the influence of rising oil prices in a certain period were revealed. The chosen policy of management of additional incomes of the budget is critically interpreted, dangerous tendencies and illusory views on self-regulation and self-development of the market, propagation of ideas of originality and great-power of Russia are allocated. The author emphasizes the importance of export-oriented import substitution and digital economy, development, qualitative improvement and expansion of human capital, conditions and directions for attracting foreign investments. For the new type of economic relations and relations, the dominant role of knowledge, creative activity and culture is important.
