It substantiates the need for rational exploitation of hunting resources (animals) as opposed to the concept of sustainable use, which does not contribute to the full utilization of harvest limits and quotas.

A comparative analysis of hunting resource abundance for 2008 and 2024 is presented, based on winter route surveys, aerial surveys, and survey data. It clearly illustrates a sharp increase in the abundance of some ungulate species and sable, against a backdrop of a decline in minor fur-bearing species and an increase in wolf numbers. A sharp decline in the abundance of forest game during this period is also demonstrated, the reasons for which remain unclear.

The author presents data on hunting resource harvest limits for recent years, as well as the results of actual harvest, i.e., the results of utilization of approved limits. A clear discrepancy between the stated limits and the results of their utilization is demonstrated. The author expresses his opinion that the impossibility of fully exploiting harvest quotas may be due to the low actual abundance of the required hunting resources.

The article presents the opinions of renowned experts aimed at addressing the crisis in the hunting industry, including in the area of census work and harvesting hunting resources.

Measures are proposed that will increase the abundance of hunting resources and harvest them within acceptable limits. Key measures include improving winter route surveys to assess the actual abundance of hunting resources, strengthening oversight of hunting users, and improving the accounting of harvested game. Additional measures to rationalize the harvesting of hunting resources include: biotechnical and reproduction measures, strengthening the protection of hunting grounds, and conducting preventive work with local hunters.

Keywords: production; winter route surveys; production quotas; production limits; hunting users; hunting resources; rational exploitation; numbers; subsoil users

Vtlichenko Valery Vladimirovich North-Eastern Federal University named after M.K.
