It identifies a diverse set of management tools, including those tailored to country specifics, including goal-oriented strategic planning, a comprehensive set of legal norms and regulations, the standardization of pan-European circular requirements, extended producer responsibility, eco-design and eco-labeling, statistical accounting and monitoring of circular economy indicators, public procurement of goods made from recycled materials, digital product certification, circular digital platforms for communications, collaborative consumption, and trade transactions; fiscal burdens on waste disposal and incineration, and single-use plastic packaging; tax incentives for repair and maintenance services; multi-channel financing under EU guarantees from the InvestEU Fund, and venture capital instruments of the European Investment Bank. Within the framework of participatory governance, examples of circular business models, as well as responsible, collaborative consumption, and the exchange of private goods among households are demonstrated. It is shown that, thanks to organizational unity under the auspices of the European Commission, comprehensive digitalization, and pan-European network-centricity, the tools for stimulating circular practices have a clear institutional framework, interdepartmental, sectoral, and country-specific coordination, broad information disclosure, public accessibility and transparency, a diverse partnership format, and the consolidation of European society and government elites in one of the main areas of the European green transition.
