It is shown that the NSR functions not only as a maritime route supporting transit and domestic shipments, but also as an integrated multimodal logistics system that combines maritime, river, rail, air, and road infrastructure across the Arctic zone. The paper reviews contemporary approaches to the concept of transport connectivity, its key indicators (accessibility, capacity, reliability, regularity, delivery speed, and cost), and the specific challenges of measuring these indicators in the Arctic, including navigational seasonality, ice conditions, infrastructure scarcity, high operating costs, and risks of supply-chain disruptions. The major NSR nodes (hubs) are characterized, with an assessment of their functional specialization, current condition, and development prospects, considering linkages with hinterland territories and backbone transport corridors. The study substantiates the need to establish a multi-tier network of logistics hubs (core, regional, and local) to ensure resilient transport connectivity, consolidate cargo flows, and reduce total logistics costs. In addition, the institutional and investment prerequisites for port modernization, icebreaker and search-and-rescue support, logistics digitalization, and the development of services for shipping companies are considered.
