Large industrial cities are among the social structures of high risk due to the dense development of the territory, a complex and often outdated system of engineering and transport communications, high population density, the presence of structures and monuments representing architectural and historical heritage, etc. Tens of thousands of people die from social, anthropogenic, natural and other disasters every year, hundreds of thousands become disabled. From environmental pollution, non-compliance with safety precautions, up to 20&#8230;30 % of men and 10&#8230;20 % of women die prematurely.
