This paper examines the relationship between the economics of nature management and land management and the sustainable development of the Russian agro-industrial complex as the industry transitions from an import substitution model to a global competitiveness strategy. The study systematized institutional mechanisms for integrating agricultural land into economic circulation, analyzed the dynamics of production and export indicators for the agro-industrial complex for 2022–2025, and assessed the effectiveness of the state program «Efficient Involvement of Agricultural Land into Circulation and Development of the Land Reclamation Complex of the Russian Federation». Contradictions between the scale of unused land resources and the objectives of increasing agricultural production were identified, and the need for an integrated approach to land potential management that takes into account the environmental, economic, and social aspects of nature management was substantiated. It was established that persistent soil degradation, affecting up to 15 % of the country’s land, and institutional barriers associated with the lengthy procedures for the withdrawal of unused land, act as systemic constraints to realizing the export potential of the agro-industrial complex. The feasibility of synchronizing digital land management transformation tools, including precision farming and remote sensing technologies, with the objectives of increasing agricultural land productivity and achieving the thresholds of the Food Security Doctrine is substantiated. The scientific novelty of this study is determined by its systematization of the interdependencies between the effectiveness of land management policy and the performance of the agro-industrial complex based on current data from 2024–2026. The practical significance of this work lies in its substantiation of recommendations for improving land policy mechanisms aimed at increasing the efficiency of agricultural land use and strengthening the country’s food security.

Keywords: agro-industrial complex; nature management; land management; agricultural land; food security; melioration; soil fertility; land use; digital transformation of the agro-industrial complex; agricultural exports

Lunev Alexey Andreevich Financial University under the Government of the Russian Federation, Moscow, Russia E-mail: 241570@edu.fa.ru; aland.02@mail.ru Abstract.
