However, objective contradictions exist between these goals, and their resolution requires a balanced approach. The author provides theoretical justification for the connection between balanced proportions of a regional socioeconomic system and the sustainability of its development trajectory. It is shown that accumulation of structural disproportions (bias toward extractive sector, human capital deficit, environmental degradation) reduces regional resilience, i.e., its ability to withstand external shocks. Using Rosstat data for 2019–2024 across federal districts, it is demonstrated that regions with a more balanced economic structure adapted faster to the 2022 sanctions pressure. Five mechanisms through which balance ensures sustainability are formulated. Using Rosstat data, it is shown that the Central and Volga federal districts, with the most diversified economies, demonstrated the smallest GDP decline in 2022 and the fastest recovery in 2023. The Far Eastern federal district constitutes an exception where low diversification was offset by the geopolitical factor of export reorientation. The results confirm that balance serves as a measurable predictor of regional economic resilience rather than an abstract characteristic.

Keywords: balance; sustainable development; resilience; regional economics; structural disproportions; sanctions pressure; human capital; environmental safety; strategic planning; federal districts

Belov Ilya Andreevich Togliatti State University, Samara, Russia E-mail: ilya.belov83@gmail.com Abstract.
