According to the Ministry of Construction, Housing, and Utilities of the Russian Federation, over 23 000 capital construction projects have been restored since 2022, and the entire country, including 82 regions, 8 state-owned companies, and 402 contractors, is involved in projects in new territories. An additional 12 915 facilities are scheduled for restoration between 2026 and 2030, and the 2026 federal budget allocates approximately 300 billion rubles for the development of the reunited regions. This study aims to comparatively analyze the performance of key participants in the restoration processes, taking into account the diversity of organizational models and the need for efficient resource use. The paper systematizes the performance indicators of the Unified Customer Production and Management Company, RKS-NR LLC, supervising regions, the Territorial Development Fund, and federal road services. Based on substantiated performance criteria, the comparative advantages of centralized and decentralized management models are identified. The results indicate that centralized models are more effective at solving large-scale problems within a short timeframe, while decentralized models are optimal for targeted assistance at the local level. The scientific novelty lies in the systematization of standard organizational solutions suitable for scaling up in similar restoration conditions.
