The relevance of the topic is driven by growing requirements for material flow traceability, transparency in secondary raw material markets, and reduction of landfill disposal rates, making digitalisation a systemic rather than auxiliary component of the industry. The methodological framework integrates systems, institutional, and platform-based approaches, as well as comparative analysis, case study methodology, content analysis, and strategic diagnostics tools; the empirical base comprises regulatory documents, official materials of relevant organisations, analytical publications, and academic research. The study identifies distinctive features of digital platform development in Russia and abroad and determines the institutional factors of their effectiveness. It is shown that the Russian model is characterised by a high degree of centralisation and reliance on a state-led digital framework, whereas foreign practices follow supranational, phased, or behaviourally oriented logic. It is established that platform effectiveness depends not only on technological development, but primarily on the institutional embeddedness of digital procedures, data compatibility, and the existence of trust mechanisms among participants.
