Steady growth of requirements and injurious use of natural wealth were put by mankind on a survival side. By the present moment the mankind has entered an era of global crises \u2013 economic, social and ecological.<\/p>\n<p style=\"text-align: justify;\">E. Lerua, P.T. de Chardin spoke about reasonable, harmonious existence of the person in the environment. V.I. Vernadsky has developed the theory about a noosphere as about qualitatively new form of the organization arising at interaction of the nature and the person. Rapid growth of world industrial production, high-chemical-input of branches of economy, the growing energy consumption, formation of not decomposed waste have led to enormous pollution of the biosphere and its resources.<\/p>\n<p style=\"text-align: justify;\">Since 60th years of the XX century attempts of determination of scales of the losses caused by deterioration of the environment owing to her amplifying pollution were made in many countries, search of the solution of problems of the ecologic-economic risks decreasing which have put mankind on a side of world accident was carried out. Fight for the future of mankind has joined the World commission for the environment and development.<\/p>\n<p style=\"text-align: justify;\">At the present stage creation of a new paradigm of development of a world civilization which became a civilization of knowledge and risk is necessary. Approaches to decrease in technological hazards need to be carried out taking into account knowledge accumulated in the theory of accidents, assessment of risks of emergency situations taking into account ecological aspects. The mankind has to formulate and accurately respect the certain ethical standards, instructions which are the cornerstone of his reasonable interaction with the environment which would reflect all measure of his responsibility for the world around and the fate of future generations.
