The author reveals the essence of the concept of the potential of the territory. Approaches to the structure of the social and economic potential of the territory are analyzed. It is substantiated that the territory&#8217;s resources play an essential role in its structure and an analysis of existing elements is presented. The application of marketing tools in the management of social and economic potential is suggested and justified. For the purpose of practicing the application of the marketing tool for SWOT analysis, the potential of the Penza region was explored. As the main territorial resources were allocated labor, production, innovation, investment and natural resources. Their qualitative and quantitative dynamics have been analyzed since 2010. Based on the analysis, tendencies in the development of the potential of the territory were revealed, on the basis of which SWOT analysis was carried out.
