Abstract. The priority direction of the stabilization of the Russian economy is the maintenance and development of the northern territories with unique minerals. One of the socio-economic tasks that make it possible to solve national problems is to retain the population in the northern territories and simultaneously attract new specialists to implement knowledge-intensive and high-tech projects that contribute to the development of the country as a whole. Therefore, social policy aimed at the reconstruction and new construction of residential, social and infrastructure facilities should have a comprehensive justification for the choice of such construction resources that would meet the challenges of the current time — progressiveness, innovation, uniqueness, economy.

When developing a feasibility study of projects, it is necessary to evaluate the unique characteristics of building materials that allow solving the problems of construction and subsequent operation in extreme climatic conditions of the North, taking into account the required recycling of construction waste.

According to the authors, the determining criteria for the selection of thermal insulation materials are low thermal conductivity and vapor permeability, service life, duration of the overhaul period, technogenic and environmental safety and the cost of operation of the facility. However, in the feasibility study of the choice of building material, the key criterion is the current selling price of the supplier-manufacturer, and not technical, technological or environmental parameters reflecting unique consumer properties that affect comfort, microclimate and the cost of subsequent operation.

Therefore, the authors of the study believe that an exceptionally comprehensive interval-time approach is required to conduct a feasibility study of the choice of an effective thermal insulation material for difficult climatic conditions, which consists in taking into account long-term environmental factors of the habitat and operational technical and economic factors.
