Abstract. The article notes that in accordance with the requirements of the federal legislation, the Government of Moscow Region adopted territorial scheme of waste management, determined the need of construction of disposal, recycling and disposal of waste production and consumption, taking into account all the necessary requirements, including sanitary norms and rules. With priority given to the modernization of existing landfills.

Since the creation of any new facility waste management causes considerable social tension, a lot of time has to be given to explanatory work among the population. It is further noted that the thermal disposal of municipal solid waste at high temperature provides a better environmental impact than placing waste in landfills.

The article also provides major advantages of thermal neutralization plants. Regional program and territorial scheme of the Moscow region includes a set of key actions aimed at reducing the volume of waste disposal and re-engaging them in economic turnover as a secondary raw material.
