Problems of application of the program-target method in regional environmental policy

Abstract. The paper analyzes the organizational and methodological problems of the application of the program-target method in the regional environmental policy. As the object of study, the program documents of environmental policy of the Republic of Sakha (Yakutia) as a region, which is relatively rarely the subject of scientific attention in the considered aspect, were chosen. These acts were subjected to substantive analysis for compliance with regulations, requirements of internal logical consistency, the availability of objective external control and a number of other areas. In addition, two generations of regional environmental policy were analyzed and compared in time.

Acquaintance with scientific publications of the similar direction concerning other regions suggests that the problems of application of the program-target method in environmental policy of the Republic of Sakha (Yakutia) revealed in this work, are to a large extent typical for regional target programs, and the stated remarks and offers can be useful at improvement of development and implementation of target programs and in other regions.

Practical measures for their solution are offered on a number of the revealed problems.
