Abstract. The aim of this article is to study the waste paper management system generated by commercial enterprises in the Novosibirsk Region, since the generation and accumulation of municipal solid waste (MSW) is one of the most acute and pressing environmental issues.

By the authors the study utilizes official statistical data and a survey of waste-generating commercial enterprises to analyze waste generation volumes and regional recycling rates. Particular emphasis is placed on the role of waste paper as a critical secondary raw material, as well as the factors influencing the efficiency of its collection and processing. The findings indicate an upward trend in waste paper generation, an expansion of collection points, and increasing market demand. However, the current recycling rate for finished secondary products remains at approximately 15 %, significantly underperforming compared to the national Russian average of 70 %. The annual regional budget deficit is estimated to be several billion rubles. To address this, the Investment Board has resolved to expand waste paper processing capacity at a local cardboard mill over the next five years. This decision is economically justified, as it aims to modernize recycling management and align the Novosibirsk Region with circular economy principles. Nevertheless, the projected recycling levels for the five-year period remain below the thresholds necessary for a sustainable and effective packaging waste disposal system.
