Assessment of the functioning of the regional system for handling consumption and production waste

Abstract. The paper considers the evaluation of the effectiveness of the regional system for handling consumption and production wastes of the Khanty-Mansiysk Autonomous Okrug — Yugra (KhMAO-Yugra). The aim of the work is to develop a comprehensive assessment of the operation of this system using a quantitative characteristic of the proximity of the normative and actual modes of its functioning. These modes are specified by ordered sequences of indicators, which are identified when the system under consideration is represented as an «input-transformation-output» model. As a research method, an ordinalistic approach to the formation of structural and functional models of systems was used. The directly normative ordering of the identified indicators, called the dynamic norm, is considered as a non-metric structural model of the system, taking into account the systemic relationships between the indicators, as well as the dynamics of their values. The degree of discrepancy between the normative and actual modes of system functioning is determined on the basis of a comparison of the corresponding adjacency matrices. Along with this, the actual ordering of the indicators of the dynamic standard can also be considered as a factorial model of the system’s functioning. Factor analysis of such a model allows you to identify the degree of change in the values of indicators directly on the functioning of the system. Estimates of the regional system under consideration, obtained using the proposed dynamic standard on the basis of statistical data characterizing the circulation of consumer and production waste in Khanty-Mansiysk Autonomous Okrug-Yugra for the period from 2010 to 2020, characterize the rather volatility of its mode of operation and significant differences from the normative one. The results obtained were compared with the calculated values of the modified decapping coefficient, which were determined on the basis of the dynamics of the values of the gross regional product and the volumes of consumption and production waste that are annually generated in the region.
