Abstract. Transformational shifts in the global economic system, driven by the rapid penetration of information and communication technologies into all spheres of economic activity, are defining a fundamentally new paradigm for the development of national economies, in which digitalization is no longer an optional element of modernization but is becoming a fundamental condition for ensuring national competitiveness. This study examines the institutional, infrastructural, and regulatory mechanisms for the development of the digital economy in the Republic of Tajikistan, examining their impact on the pace and quality of economic growth. This study utilizes methods of systemic analysis of the regulatory framework, comparative comparison of digital indicators in Central Asian countries, and content analysis of international reports from leading development institutions. An analysis of the evolution of strategic digitalization priorities in Tajikistan revealed a consistent transition from the fragmented implementation of ICT solutions to a comprehensive state policy, enshrined in the declaration of 2025–2030 as the «Years of Digital Economy and Innovation Development». Key research findings indicate a significant gap between the country’s high rates of macroeconomic growth and the relatively low level of digital maturity of economic processes. The key barriers to digital transformation, including infrastructural limitations, a shortage of qualified personnel, and regulatory gaps, are systematized. The scientific novelty lies in the author’s substantiation of the systematization of priority areas for digital transformation in Tajikistan based on the integration of institutional theory and the concept of the «digital divide.» The practical significance of the findings lies in the potential use of these findings to improve strategic documents on the digital economy in the Republic of Tajikistan and Central Asian countries.
