Abstract. This article is devoted to the study of the economic theory of corruption, the assessment of its causes and consequences. The paper describes the essence of corruption, its causes, economic consequences and methods of struggle. Corruption is a complex social, political and economic phenomenon that is widespread in all countries, spheres of life and among all branches of government, regardless of their level of economic development. Corruption causes huge damage to the world economy every year, and the annual volume of bribes, according to the United Nations, is estimated at several trillion dollars. Moreover, 2/3 of the countries in the world suffer from corruption, which can occur in all aspects of the economy and at all levels of economic and political relations. This is a debatable problem that takes place all over the world, regardless of whether countries are rich or poor, dictatorships or democracies, socialists or capitalists. The main danger lies in its “systemic nature”, which negatively affects not only individual elements, but also the economy of the entire country. Corruption hinders economic growth, innovation, threatens the security of the state and completely destroys democratic values in the country. Corruption is difficult to study empirically because many of its likely determinants are interrelated. The main difficulty in defining corruption is related to the fact that many causes of corruption also seem to be its consequences. This article discusses how corruption is measured, what indices are used in this question, examples of countries with anti-corruption policies, and several hypotheses related to the level of corruption.
