Abstract. Sustainable growth is becoming a critical factor for organizations striving not only for profit, but also for social and environmental responsibility. In the face of global challenges, enterprises must adapt to new requirements and expectations from customers, partners and society as a whole. It is impossible to achieve sustainable growth of a company without a clearly developed action plan. It is the business plan that helps in organizing such processes.

The purpose of the work is to develop a business plan for the opening of a slaughterhouse on the example of an agricultural enterprise with the aim of sustainable growth. The research is based on a system-analytical approach to the development of a business plan for the purpose of sustainable growth of the enterprise.

In this work, the authors gave a description of the sustainable development of the enterprise and formulated the author’s concept of this term; formulated the basic principles of sustainable development of the company; developed a business plan for the organization and opening of a slaughterhouse for sustainable growth on the example of the agro-industrial complex LLC. Based on the results of the developed business plan, it was concluded that the adoption of a management decision on the organization and opening of a slaughterhouse will allow Agro LLC to continue the trend of sustainable growth in the context of an import substitution policy.

The results of the conducted research in the form of a developed standard business plan can be used by enterprises operating in the field of agriculture, as well as farms and start-up entrepreneurs who want to either diversify their activities in order to achieve sustainable growth, or open a new business. In general, all of the above will lead to the successful development of small and medium-sized enterprises in the field of agriculture in the Russian Federation under the conditions of import substitution policy.
