Abstract. Modern geopolitical conditions and the strengthening of external sanctions restrictions actualize the need to improve the state cluster policy as a strategic tool for ensuring the economic security of regional industrial clusters. The presented research is devoted to the development of the conceptual foundations of the state cluster policy aimed at integrating the principles of risk-based regulation into the economic security management system of regional industrial clusters. The methodological basis of the research consists of a system analysis, an institutional approach and methods of comparative analysis of foreign and domestic experience of cluster development. The author has carried out a comprehensive analysis of the evolution of theoretical concepts of cluster policy and economic security, identified the main challenges and threats to regional industry clusters in the new economic reality. An integrative model of state cluster policy has been developed, including a system of principles of risk-based regulation, mechanisms for preventing and neutralizing threats to the economic security of cluster formations. The scientific novelty of the research lies in the creation of a theoretical and methodological framework for the formation of a new generation of state cluster policy that integrates mechanisms for ensuring economic security and principles of risk-based management. The practical significance of the work is determined by the possibility of using the developed conceptual provisions in the formation of strategic documents of regional economic policy and improving the regulatory framework for cluster development. The results of the study show that the effective implementation of the state cluster policy requires the creation of an integrated risk management system, the integration of threat forecasting tools and the formation of adaptive government regulation mechanisms capable of ensuring the sustainable development of regional industry clusters in a turbulent environment. The conclusions obtained are important for the formation of a scientifically sound cluster policy of the state and for improving the effectiveness of mechanisms for ensuring economic security at the regional level.
