Abstract. The article systematizes data on the formation of production and consumption waste according to open data of statistical observation forms 2-TP (waste), provides explanations and identifies patterns that influenced both the result as a whole and in individual areas.
The authors identified factors that contributed to the reduction of waste generation in industry, agriculture, energy, construction, due to changes in the legislation of the Russian Federation in terms of involving secondary resources in economic circulation and increasing the share of secondary raw materials in the production of goods and services, thereby forming a closed-loop economy.
A critical dependence of the macroparameters of statistical accounting of waste generation on the mining industry block was noted, the contribution of which is 97 % of the total amount of all types of waste generation. This does not allow for relevant comparisons of data on the generation of other types of economic waste. The authors propose a variant of transforming statistics for detailed comparison of data without taking into account information on the formation of mining waste, identifying long-term median valuesfor other waste blocks, and also for forming adequate target indicators when tracking the increase in the share of secondary raw materials in the production of products and provision of services. To analyze the formation of mining waste, the authors recommend maintaining separate statistics, which will also take into account the use of secondary raw materials from these types of waste.
