On the meaning of national reference documents on the Best Available Techniques in the foundation of recycling system

Abstract. The purpose of the article was to study the current system of classification and rating of industrial and municipal waste and to develop proposals for its transformation, taking into account the division of a waste stream into waste proper, as well as secondary resources and goods that have lost their consumer properties (scrap). The work shows the existing inconsistencies and contradictions in determination of hazard classes, certification and rating of waste, as well as in licensing waste management activities of hazard classes I–IV. A new architecture for regulating this activity from the point of view of the circular economy is proposed, designed to reduce administrative barriers in the preparation of environmental documentation and increase its information content: separation of waste into two hazard classes; replacement of draft waste generation standards and limits on their placement with an inventory of waste, scrap and recycled resources; replacement of licensing by membership in a self-regulatory organization. National reference documents on the Best Available Techniques play an important role in division of the material substances and components flow into waste, recycled resources and scrap. It is proposed to supplement the specific industrial reference documents with the parts devoted to waste generation and recycling, as well as supporting information for the development of technical specifications for the manufacturing of products from recycled materials. The updated versions of the national reference documents will be used by specialists when compiling the material balance at the enterprise, that is why they will become the guiding documents on the basis of which the entire recycling system in the Russian Federation is functioning.
