Abstract. Purpose of the work. The purpose of the work is to analyze and evaluate the current aspects of implementing a cluster approach to managing the industry in the regions. Relevance of the work. Currently, various cluster structures (special economic zones, territorial innovation clusters, technoparks, industrial zones, etc.) are being created in the constituent entities of the Russian Federation. However, as practice shows, not all regions have been successful in implementing such initiatives. In many cases, the regions have only reported on the creation of clusters on their territory. Thus, this state of affairs reflects the need for a more in-depth study of both the theoretical and practical aspects of implementing the cluster approach at the regional level. In this regard, the authors have identified the need to analyze and evaluate the current aspects of implementing the cluster approach to managing regional industries.

The method or methodology of conducting the work. The study is based on the dialectical, synergetic, systemic, and cluster approaches. The authors used general scientific methods of abstraction, comparison, observation, and modeling, as well as methods of structural-functional and comparative analysis, statistical analysis, and economic analysis. Results. In this work, the authors consider the current aspects of implementing the cluster approach in the management of regional industries: the category of «cluster structure» is studied as an object of management, the concept and essence of the regional cluster system are formulated, a model of the regional cluster system is proposed, as well as a general mechanism for managing the regional cluster system, and the problems of formation, functioning, and development of regional industrial cluster systems are systematized. Application of the results. The results of the study can be used in regional government management to implement a strategy for cluster development in the regions.

Conclusions. In general, all of the above will lead to the further development of the cluster industry in the Russian Federation.
