Abstract. The urbanization of new territories and the modernization of existing urban environments pose a number of challenges necessary for creating a safe urban environment, taking into account its environmental impact. Environmental monitoring is a key area of urban development. For example, to monitor maximum permissible concentrations of pollutants in the atmosphere, a network of gas analyzers must be deployed. Sensor locations must be determined so that the resulting sensor network can provide prompt alerts on the presence of pollutants, while respecting the limitations on the number of nodes involved in the network. This requires a decision on network density based on an analysis of the specific terrain, which includes many diverse factors.

This article presents a mathematical model developed to address the problem of urban zoning as part of measures to improve the effectiveness of environmental monitoring using a geographic information system. The proposed model is based on generating environmental risk assessments for a given area using fuzzy logic methods. Within the framework of this work, a corresponding project procedure was developed, including the formation of a conceptual model for assessing environmental threats, integrating the main factors of urban pollution, the mathematical formalization of environmental risks by means of fuzzy set theory, the development of a model for the mutual influence of pollution factors and the level of environmental hazard, as well as an assessment of environmental risks based on this model.
