Abstract. Given the situation in the Russian economy, the problem of business and government relations becomes more and more important. Being a leading industry in the Russian economy, oil and gas industry represents one of the most well-established as well as future-oriented field of communication between business community and public authorities. Russian and foreign companies have a practice to carry on a social and environmental policies, using extensively GR technologies (government relations). However as part of Russian GR theory there is no information concerning environmental component of GR and practice in its application. The GR phenomenon historically comes from lobbyism. The article deals with the history of lobbyism and GR, it gives the definitions of GR, GR-technologies given in Russian and foreign literature. In the aggregate there is given the information of the regulatory legal acts, controlling the lobbyism abroad; international and Russian regulators of responsible business practice; GR subjects and groups of GR specialists. The authors define environmental GR, as well as try to structurize this concept in accordance with all communication channels and levels of cooperation. Als the authors provide some examples of environmental GR studyling the following companies operations: «Rosneft», «Lukoil», «Petrobras», «Total».
