Abstract. The article is devoted to the development of a methodology for the economic justification of charges for the use of seaport water areas based on the concept of natural resource rent. It is shown that the application of a predominantly areal principle for determining charges for port water areas does not fully take into account the intensity of their economic use and can lead to significant differences in the payment burden among ports, which do not correspond to the scale of the economic activity they generate. A two-tier calculation mechanism is proposed: at the first stage, the total port water rent is determined as the residual income after deducting the normal return on produced assets; at the second stage, an economically justified share of this rent is distributed among the users of operational water areas proportional to the intensity of their use, measured by the gross tonnage (GT) of the vessels served. The theoretical basis of the study consists of the classical theory of rent, the theory of resource rent, the provisions of welfare economics, as well as the international standards of the System of National Accounts and the System of Natural and Economic Accounting. The methodological approach is compared with international literature on port pricing and the assessment of environmental externalities of maritime transport, as well as with Russian studies of natural resource and water rent. Testing using statistical and accounting data from Russian port facilities for 2017–2018 demonstrates the acceptability of the proposed approach. When adjusting historical figures for price changes, it yields adequate payment estimates, supported by the actual payment rates established by some regions.

The scientific novelty lies in the adaptation of the residual method for assessing natural resource rent to the use of a water body in port facilities and in the separation of two elements of the mechanism: determining the total rent base for payment and distributing the payment burden according to the intensity of water area use.
