Abstract. The presented study is devoted to the development and justification of a methodology for assessing the sustainability and density of interaction links between participants in project-type territorial production clusters as a measure to ensure economic security of a cluster group of enterprises and other stakeholders. The paper proposes a coefficient assessment method based on a multi-aspect system of ten groups of indicators characterizing the quantitative and qualitative parameters of relationships between cluster enterprises in the production, market, innovation, investment, information, and social spheres. The feasibility of isolating financial and economic indicators of interaction into a separate block of indicators enshrined in the legislative and regulatory framework and the system of accounting and analytical support for cluster management is substantiated. A mechanism for identifying gaps and bottlenecks in the configuration of cluster links is determined, as well as a regulatory impact on their architecture by intensifying positive interactions and curbing negative ones to harmonize the interests of the cluster as an integral structure and individual participants. The article establishes a relationship between the sustainability of a cluster network and the level of structural autonomy of enterprises, assessed using a special coefficient that serves as an indicator of the system-forming role of individual players. It reveals the importance of transparency of decisions and availability of diverse information for the formation of trusting relationships and the reduction of opportunistic risks in the cluster. The developed methodology is comprehensive and is aimed at preventive diagnostics and mitigation of threats of imbalance in cluster interactions that undermine the foundation of economic security of integrated structures.
