Abstract. The modern management culture in Russia was formed in the absence of an effective institution of the owner, which was the result of a low socio-economic resource-saving business culture. The topicality of the topic is that under the current conditions of development of the economy, production and social environment, the issue of forming new balanced socio-economic relationships and ties that would have a positive effect in every environment of life is acute. The article examines the imbalance between the resource potential of Russia and its place in the world ranking of countries on economic and social development. On the example of the sphere of housing and communal services, the article considers the positive experience of using resources, both in Russia and in foreign countries. Namely, the use of renewable energy sources, the involvement of socially-environmentally-oriented companies in the development of mineral deposits, the processing of domestic garbage as a way of creating additional industrial resources, the use of public-private partnership as an instrument of effective attraction of financial resources, as well as the active dissemination of topical environmental- oriented and resource-saving trends. Restraining factors of development of new social and economic thinking and formation of resource-saving domestic culture are described.
