Abstract. The article shows the importance of milk production for the country, determined a direct connection with food security and independence of the country.

The authors have given a tough assessment of the situation with milk production at the present stage of development of dairy production. In article the interrelation of changes in the number of cows and milk production in the Russian Federation. The authors found that the background of the whole country in recent years, in Kaluga region there is an increase in the number of cows.

The article defines the global problem of the poor state of milk production, which affects not only the Kaluga region and in the whole country, namely, the problem of staffing. Also there is a problem of logistics of agriculture.

The authors conducted a study which revealed that the problem of material and technical equipment solved and 2012 the region has a program – Robotic dairy farm. The results of this program in the Kaluga region has many milking robots installed in the regional dairy farms. In the region approved a new program to create robotic farms from 2017. According to this program, by 2019, in the Kaluga region, milk production should increase substantially. Planned significant funding and subsidies for the purchase of robotic installations, and service. It is expected to increase milk yield of cows in the agricultural organizations and peasant (farmer) farms of the Kaluga region in 2019.

One of the important elements of development of branch of dairy production according to the authors throughout the country actively pursued a policy of import substitution, are being developed and work programme for the development of dairy production.
