State policy on social support for large families in the Russian Federation: legal framework, feasibility, and effectiveness

Abstract. State policy in the Russian Federation on social support for large families represents an interconnected portfolio of regulatory, budgetary, tax, and service instruments aimed at simultaneously reducing the risk of poverty for families with three or more children and creating conditions in which the birth and raising of several children does not lead to a sharp deterioration in quality of life. This study examines the legal foundations, management mechanisms, and performance indicators of this policy in the context of the 2024–2026 reform. This study utilizes methods of systematizing the regulatory framework, content analysis of management regulations, and a comparative analysis of the theoretical and practical aspects of implementing these measures. The article analyzes the provisions of the Decree of the President of the Russian Federation No. 63 of January 23, 2024, the Decree of the President of the Russian Federation No. 309 of May 7, 2024, the Federal Law No. 81-FZ of May 19, 1995, the Resolution of the Government of the Russian Federation No. 2330 of December 16, 2022, the Resolution of the Government of the Russian Federation No. 1711 of December 30, 2017, the Federal Law No. 256-FZ of December 29, 2006, the provisions of the Land and Tax Codes of the Russian Federation, and Rosstat data for 2020–2024. The distinction between four functional blocks of the portfolio of measures is substantiated: material, housing, tax, and service and infrastructure. It was found that the current model’s strengths lie in standardizing the status of large families and digitalizing services, while its weaknesses relate to regional heterogeneity, targeting costs, and the gap between the formal provision of the measure and its actual impact. Verification of its effectiveness using Rosstat data on the share of low-income families with many children for 2020–2024 confirmed a downward trend in poverty from 38,1 % to 20,0 %. This, however, significantly exceeds the poverty reduction targets for large families of 12 % by 2030 and 8 % by 2036.
