Public administration performance assessment: methodological approaches

Abstract. The study is devoted to a comprehensive analysis of the evolution and current state of methodological approaches to assessing the effectiveness of public administration in the context of digital transformation. The paper presents a systematization of theoretical and methodological foundations for assessing public administration, characterizing the transformation of performance measurement tools in the context of the introduction of new technologies and changes in the paradigm of public administration. The analysis demonstrates that modern approaches to assessing the effectiveness of public administration are characterized by a transition from traditional administrative criteria to complex measurement systems that include quantitative and qualitative performance indicators. The paper identifies key determinants of a modern public administration assessment system, including the digitalization of administrative processes, the introduction of key performance indicators (KPI), the development of electronic document management systems and platform solutions. Particular attention is paid to the analysis of international experience in applying the World Bank’s Worldwide Governance Indicators, which include six key dimensions: public opinion and accountability, political stability, government effectiveness, regulatory quality, rule of law, and control of corruption. The study reveals a trend towards the formation of integrated assessment systems that combine traditional administrative indicators with innovative metrics of digital maturity and customer-focused public services. A correlation has been established between the level of digitalization of government processes and management performance indicators, which is confirmed by data on the growth of spending on the digital economy in Russia to 4,8 trillion rubles by the end of 2021. The study presents a multifactorial analysis of modern approaches to building assessment systems based on such criteria as effectiveness, efficiency, cost-effectiveness, and quality of public services provided. A significant differentiation of methodological approaches has been revealed, determined by both the specifics of national administrative systems and the level of technological development. It is emphasized that the Russian system of assessing the effectiveness of public administration is currently at the stage of active transformation, characterized by the introduction of project management, the development of electronic interaction systems and the formation of a culture of performance management.
