Abstract. The purpose of the work. The purpose of the work is to analyze and evaluate the factors that stimulate the development of competition at the level of the federal districts of the Russian Federation.

The relevance of the work. The relevance of the chosen research topic is due to the fact that competition is a modern tool of the market economy, the development of which has a positive impact on the life of society and business. Competition, on the one hand, limits the power of business, and on the other hand, motivates and stimulates its competitive advantages in order to identify and introduce innovations in its activities and widespread product quality growth. Therefore, it is so important to assess the influence of factors not only limiting it, but also the influence of factors that stimulate it, both at the level of a single business entity and at the level of the state as a whole. Due to these circumstances, it can be said that the development of competition has a positive effect on the country’s economy, as the innovative sphere is developing, the variety of products is increasing, and the quality of life of the population is improving. In this regard, the authors identified the need to conduct a study on the analysis of factors that stimulate the development of competition at the level of federal districts.

The method or methodology of the work. The research is based on a general scientific methodology, which provides for the application of a system-analytical approach to the analysis and assessment of factors that stimulate the development of competition at the level of federal districts.

Results. In this work, the authors identified factors that stimulate the development of competition, such as: the structure and level of consumer demand, the availability of commercial real estate and land resources, the level of development of services and infrastructure to support the procedures of opening and running a business, the level of information support for entrepreneurship, the level of development of society and business, the level of development of transport, energy and engineering infrastructure, the level of development of public-private partnership, the development and openness of the system of state and municipal procurement; the level of costs of doing business.

The authors defined and refined the indicators characterizing them, analyzed these factors and selected indicators based on statistical information on the federal districts of the Russian Federation.

Based on the results of the analysis, the most promising federal districts of the Russian Federation for the development of competition were identified and recommendations were formulated to stimulate competition in federal districts with the lowest rating indicators characterizing the stimulation of the competitive environment.

The scope of the results. The results of the study can be used by regional and local governments to stimulate the development of competition, as well as by entrepreneurs who plan to engage in various types of activities in other regions.

Conclusions. In general, all of the above will lead to further development of the competitive environment and small business in the Russian Federation.
