Abstract. Food security is a fundamental component of the economic security of the regional reproduction system, determining the possibilities of sustainable socio-economic development of territorial entities in the context of transformation processes of the modern global economy. The study is aimed at developing methodological foundations and mechanisms for ensuring food security in the region as a system-forming element of economic security through the prism of the reproduction approach and the theory of sustainable development. The methodological basis is a system-synergetic approach, institutional theory, the concept of reproduction cycles, which allow us to consider food security as a multi-level system of interconnected elements. The methods of economic and mathematical modeling, comparative analysis of regional food systems, statistical analysis of indicators of self-sufficiency of regions in basic types of food are used. The empirical base included Rosstat data on food resource balances, indicators of the implementation of the Food Security Doctrine of the Russian Federation, and materials from state programs for the development of the agro-industrial complex. Key patterns in the formation of regional food security were identified: differentiation of regions by the level of food self-sufficiency varies from 8,6 % for milk in Khabarovsk Krai to 100,1 % for meat on average across the country; digitalization of the agro-industrial complex ensures an increase in labor productivity by 15,6 % with the implementation of integrated solutions; import substitution in agriculture has reached target indicators for grain, sugar, vegetable oil, meat and meat products. A conceptual model for ensuring regional food security has been developed, integrating reproductive, institutional and resource approaches, including four levels of impact: the micro level of economic entities, the meso level of industry complexes, the macro level of the regional economy and the mega level of interregional relations. Promising areas for strengthening food security through the development of innovative agricultural technologies, the formation of territorial clusters, and the improvement of mechanisms for state support of agricultural producers have been identified.
Keywords: food security; regional economic security; reproductive approach; sustainable development; agro-industrial complex; import substitution; digitalization of agriculture; regional economy; support mechanisms
