The role of cultural creativity in the management of organizational projects in non-urbanized areas

Abstract. The article examines a range of issues devoted to the study of the features of the socio-cultural development of populated areas. The main attention is paid to non-urbanized areas, which in strategic documents are given the role of a «satellite» of urban agglomerations. The object of the study is cultural entities as organizational systems, the conditions for their self-development and self-organization. The purpose of the study is to determine the main subjects of cultural and creative activity in a non-urbanized area with the subsequent determination of their role in the management of organizational projects. The study was conducted in a systems paradigm based on systems theory. Within its framework, it is possible to identify forms of demonstration of creative activity and project action characteristic of different types of non-urbanized areas. The territorial boundaries of the work are limited by the settlements of the Perm Territory (the historical territory of Verkhokamye). The choice of the village of Sepych is due to the typical situation that has developed in the settlement communities of the region. Despite the presence of cultural organizations with a developed network structure, as well as successful practices of implementing amateur creativity, the population is decreasing faster than the average Russian rate, people are leaving for small and medium-sized cities. One of the results of the study was the consideration of the local House of Culture as an organizational system. Using the method of included observation, the main forms of cultural and creative activity were identified, which provided its network structures. In the process of implementing typical operational organizational projects, they act both as governing bodies and as managed entities. According to the author’s position, under certain conditions, network structures are able to participate in the implementation of promising marketing organizational projects. Now, the participation of the House of Culture in the geocultural branding of the territory is relevant and in demand. In conclusion, it is noted that creative project-network organizational projects are well combined with the principles of development of the geoculture of the settlement — self-development and self-organization.
