Abstract. The anti-money laundering mechanism is assessed in the literature mainly through the banking contour, while no unified procedure links the assessment of its effectiveness in the transport and logistics sector to the assessment of the economic security of the state. The paper proposes and tests an approach combining three criteria. Effectiveness is understood as the degree of achievement of the targets of strategic documents, efficiency as the ratio of the obtained result to the resources spent, and security as the deviation of indicators from thresholds. The empirical base comprises the data of the Bank of Russia on the structure of suspicious transactions and on the Know Your Customer platform for 2022–2025, the reported indicators of the Federal Financial Monitoring Service for 2025, the law enforcement statistics of the Federal Customs Service for 2024–2025 and the legal acts on freight forwarding. Two of the six targets have been fully achieved, the integral effectiveness equals 0,849, and the lowest value is obtained for the coverage of the links of goods movement by primary financial monitoring, where two contours out of four are covered. The coefficient of the result outpacing the resource load equals 1,25, which means that the decline of suspicious transactions by 19,1 per cent was achieved with an almost unchanged number of initiated cases. One financial investigation yields 3,95 million roubles of recovered funds and 0,33 of a criminal case, while the recovery coefficient relative to the volume of suspicious transactions equals 23,4 per cent. The security index across six indicators equals 0,755, and the largest deviations come from the share of service-related grounds of cross-border payments and from the incomplete coverage of the links of delivery. A set of measures is substantiated for each contour of the mechanism, and the assessment system is supplemented with indicators of documentary and institutional risk.
